Lacouture stresses Ho's concessions as a military victor seeking peaceful political settlement (despite party left-wingers and popular hopes). In 1946 he agreed to gradual independence; in 1954 to gradual reunification; but the French reneged and so did Diem. In Vietnam: Between Tho Truces Lacouture analyzed the Geneva Agreements and Ho's reluctance to support southern armed resistance to Diem in the late 1950's.
